During a Brussels summit on Thursday, EU leaders managed to bypass Orban’s objections by asking him to leave the room temporarily. If an accord cannot be reached at that time, member states may opt to provide aid individually or establish separate agreements with Ukraine. The delay in securing the financial package is a bittersweet development for Ukraine, as it comes just hours after the EU leaders agreed to initiate membership talks with the country.
